The California State Congress passed two separate bills in the senate and assembly yesterday to require helmet use by minors on the slopes. In a 21-13 bipartisan vote, the California State Senate resoundingly approved a bill that would require all children under 18 to wear a helmet while skiing or snowboarding on the state’s slopes.  According to SB 880, authored by Senator Leland Yee (D-San Francisco), parents of helmetless hooligans would be subject to a maximum fine of $25 and resorts would be required to post signs and information about the law.</p>
<p>In the assembly, AB1652, which would require ski resorts to enforce the helmet requirement and also publish reports on how many people are injured or killed on the slopes each year, was approved 42-29. The measure put forth by Dave Jones, D-Sacramento, is opposed by ski industry representatives, due to legal liabilities and enforcement concerns.</p>
<p>The bills still need to be passed by the other portion of the state congress before they go to Governor Schwarzenegger’s desk for final approval, but the heavy aye votes, as well as the backing of groups such as the following, are making this appear more and more likely:<br />
California Psychological Association,  American College of Emergency Physicians, California Brain Injury Association, California´s Children´s Hospital Association, California Chiropractic Association, California Hospital Association, California Medical Association, California Nurses Association, California Psychiatric Association, California Travel Industry Association, Children´s Advocacy Institute, and the National Academy of Neuropsychology.</p>
<p>Helmet manufacturers and resort ski and snowboard shops have got to be inwardly rooting for the new bill to become law as it would without a doubt send helmet sales through the roof. California boasts more snowsports participants and more snowboarders than any other state. In fact, according to SIA, 19.4% of all snowboarders, or nearly 1.5 million shreds, call California home. That’s a lot of helmets, but also a lot of forced helmet use by potentially pissed off riders.</p>
<p>SIA reported that high profile injuries helped helmet sales reach an all time high this year of 1.2 million units, and that’s without a law.</p>

We got over two feet of snow at lake level. The next few days it is to continue. Boreal Set to Open Friday<br />
Resort’s Earliest Opening on Record and First in California</p>
<p>Donner Summit, CA, (October 7, 2009) &#8211; Boreal’s snowmaking efforts are about to break yet another record. Boreal is scheduled to turn on the Castle Peak Quad lift for the earliest season opener in the resorts history this Friday, October 9th. First record was set at Boreal on October 11, 2000. Boreal’s opening will also mark the first and only resort to open in California for the 2009/10 winter season.</p>
<p>Boreal’s lift will operate from 9am to 4pm. Lift tickets for children ages 5-12 will be $15, adults ages 13 and up $30. College student tickets on Friday with valid student i.d. will be $15. All season passholders welcome, or buy a pass on-site at Boreal’s Last Chance Pass Sale which ends October 31st. Boreal will offer one groomed trail, and one terrain park featuring six to ten features.</p>
<p>Resort services will be available including food, beverages, rentals, limited availability on lessons and retail. Gated access to the mountain, valid lift tickets and passes permitted in the gated area only. Lift tickets subject to sell out.</p>
<p>To celebrate Boreal’s record breaking early opening, the 5th Annual Jibassic Public Invitational Event will take place on Saturday and Sunday, October 10th and 11th. This year’s event has been cooked up to feature all shredders willing to throw down great tricks for cash. Boreal is primed with $2,000 cash to be handed out on both Saturday and Sunday. Venue for best trick cash is the public park, open to all and built to Boreal terrain park perfection. Judges will include Robbie Sell from FUEL TV and the Boreal park crew. Wads of $20’s will be dished out from 12noon to 4pm on both days.</p>
<p>This year’s JPI.5 event also includes a Team Video Challenge. Registration is sold out, but come out and watch the private video session on Saturday from 5pm – 9pm. An additional $2,000 will be awarded the team with the best video, and $500 cash to the most viewed video.</p>
<p>Boreal’s early season operation is tentatively weekends only (Fri/Sat/Sun) until further notice, or as conditions permit. Stay tuned for updates at www.rideboreal.com.</p>

<p>This is a very good sign that Tahoe will be getting an early start on winter. Last night we received 4 inches of snow, not the wet sloppy stuff, it was cold. It is now a race to see who will open first. These are the three best bets Kirkwood, Heavenly or Boreal ridge. Heavenly has the most Snow making equipment, Boreal has the a lot of snow making equipment too, and a very high evelation, and Kirkwood has some snow making and always the best weather pattern for natural snow fall. This year I&#8217;m feeling Boreal, they are known to open up for a quick weekend, even if they end up closing for a few weeks till more snow comes. Boreal also loves to throw Halloween Parties, so get you costume ready, wax you stuff, because it looks like a zombie winter!</p>

NOAA scientists today announced the arrival of El Niño, a climate phenomenon with a significant influence on global weather, ocean conditions and marine fisheries. El Niño, the periodic warming of central and eastern tropical Pacific waters, occurs on average every two to five years and typically lasts about 12 months.<br />
Sea surface temperatures along the equatorial Eastern Pacific, as of July 1, are at least one degree above average — a sign of El Niño. Animation.<br />

NOAA expects this El Niño to continue developing during the next several months, with further strengthening possible. The event is expected to last through winter 2009-10.<br />
So What is El Niño and why are we in Tahoe so happy to see its return? An El Niño is a temporary change in the water temperature of the Pacific ocean, in the region around the equator. You can see its effects in both the ocean and atmosphere, generally in Northern Hemisphere receives much more snow. Typically, the ocean surface warms up by a few degrees celsius. At the same time, the place where hefty thunderstorms occur on the equator moves eastward. Although those might seem like small differences, it nevertheless can have big effects on the world&#8217;s climate.</p>
